Verra Mobility Names Yunex Traffic Veteran as Permanent CEO
Company Background
Verra Mobility operates three segments: Commercial Services, which manages automated toll and violations processing for rental-car companies and fleet operators; Government Solutions, which runs photo-enforcement camera programs for municipalities; and a smaller Parking Solutions business. Full-year 2025 revenue was $979 million, with Adjusted EBITDA of $415.9 million. The company carries roughly $1 billion in net debt.
The first half of 2026 was marked by acute commercial stress. On May 26, 2026, Avis Budget Group — which had represented over 10% of total revenue — issued a termination notice on its Commercial Services contract, a development management described as a surprise. Five days later, on May 31, the board announced that David Roberts was departing as President and CEO, with his separation treated as a termination without cause. Those two events arrived simultaneously with the first guidance cut.
By July 28, 2026, the Avis Budget relationship was partially salvaged through a new seven-year contract, but on terms management explicitly described as materially less favorable than the prior agreement, including an option for Avis Budget to selectively perform certain activities internally. A second significant rental-car customer, Hertz, also signed a five-year extension on similarly less favorable terms. A second guidance revision followed in August, and the second quarter produced a GAAP net loss of $48.2 million — driven primarily by $64 million in goodwill impairment and $40.4 million in intangible asset impairments in the Parking Solutions segment.
What Was Disclosed
The board appointed Jon Newhard as President and Chief Executive Officer on September 30, 2026, with an effective start date of November 1, 2026 — referred to in the agreement as the Commencement Date. Newhard will simultaneously join the board of directors, which approved an increase in its size from six to seven directors to accommodate him. The appointment is contingent on completion of a customary background check.
